  5. Regular Pandemic Exercises: Conducting a UK-wide pandemic response exercise at least every three years and publishing the outcomes.
  6. External Expertise: Bringing in external experts to challenge established views and prevent groupthink.
  7. Independent Preparedness Body: Creating a single independent statutory body responsible for whole-system preparedness and response, which will consult widely and provide strategic advice to the government.
